BIOGRAPHICAL SKETCH
Magistrate Judge Kemp was born in Huntingdon, Pennsylvania. He received
an A.B. in Ethics and Political Philosophy from Brown University in 1974,
and a J.D. from the University of Virginia School of Law in 1977. He was
a member of the Virginia Law Review, the Moot Court Board, and was elected
to the Order of the Coif.
From 1977 to 1979, Judge Kemp served as a law clerk to the Honorable
Malcolm Muir in the United States District Court for the Middle District
of Pennsylvania. He entered private practice in 1979, practicing for a
year in Huntingdon, Pennsylvania before joining the Columbus office of
Baker & Hostetler in 1980 as an associate in the litigation department.
He became a partner in that firm in 1986.
In September, 1987, Judge Kemp was appointed to his current position
as United States Magistrate Judge for the Southern District of Ohio. He
was reappointed to that position in 1995.
