Starting May 11th, 2025, the Administrative Office of the U.S. Courts (AO) added Multi-Factor Authentication (MFA) for the Case Management/Electronic Case Files (CM/ECF) users that have filing rights, and it is optional for the Public Access to Court Electronic Records (PACER) system users that do not have filing rights. MFA significantly reduces the risk of unauthorized systems access by requiring an added layer of security for account holders beyond the standard username/password format before accessing the CM/ECF and PACER systems. Users with CM/ECF-level access who do not voluntarily enroll will be randomly selected to enroll starting in August. By the end of 2025, everyone with CM/ECF-level access must use MFA when logging in.

There is a known issue where the PDF header (Page ID) may not appear when viewing the PDF. If you experience this issue, please contact your local Clerk’s Office for assistance.
All electronic filers must:
1) Have an individual, upgraded PACER account
Register for a New Individual PACER Account
Upgrade Current Individual PACER Account (account created before 8/11/14)
2) Link their CM/ECF account to their PACER account
Linking Your PACER and CM/ECF Accounts
Attorneys can manage their fee exemption status within a single account.
Attorneys with a fee exemption only need one PACER account for filing and viewing in NextGen. Exempt users should use the toggle feature within NextGen to alternate between exempt and not exempt status.
- CJA Attorneys must submit their PACER exemption request directly to PACER. Instructions can be found on PACER here.
- Mediators will have the exemption submitted to PACER by the Court.
Firms can consolidate billing for multiple individual accounts.
Pacer Administrative Accounts help allow multiple individual accounts to be centrally billed for PACER access fees. To register for a PACER Administrative Account, please visit https://pacer.uscourts.gov/register-account/group-billing.
